The International Federation of Red Cross and Red Crescent Societies (“the Federation”) is the world’s largest volunteer-based humanitarian network with 190-member National Societies. The National Society Development Officer main objectives are vested in the IFRC statutes, S2020 Strategic Aims (Building Strong National Societies) and the Inter-American Framework for Action and its Houston commitment, which National Societies are committed to emphasize in their work. Core requirements for National Societies are to be prepared for and respond to:

  • humanitarian implications of external trends, developments and challenges;

  • fundamental changes to the nature and structure of the humanitarian industry;

  • Internal pressures and challenges such as leadership, integrity, accountability, performance, volunteers and resource mobilization.

As a key component of the Caribbean Office the National Society Development Senior Officer promotes and facilitates quality learning processes and support National Society modernization initiatives, stimulating new humanitarian and development thinking to help National Societies to change and grow.

As it is described in the National Society Development Framework, the objective of the Senior officer is to support National Societies able to “consistently deliver, through volunteers and staff, relevant countrywide services to vulnerable people sustained for as long as needed”.

Under the direction of the Head of Country Cluster Support Team (“the HoCCST”), the key role of the National Society Development Senior Officer is to support the 13 Caribbean National Societies in updating and modernizing their way of operating by primarily addressing internal pressures related to the areas of National Society leadership, integrity, accountability, development strategy, financial sustainability and internal reforms. This will include related development areas such as Learning and Innovation, FDRS and Volunteering and Youth Development as prescribed in the Development operational plan for 2015. The National Society Development Senior Officer keeps a lateral technical line to the Regional Organizational Development Coordinator in Panama.
