The Secretariat of the IFRC is organised in five zonal offices, one of which is for the Americas, based in Panama. The Country Cluster Support Office in Port of Spain is responsible for supporting the 12 English speaking Caribbean countries, and Suriname, through various programs that are financially supported by various donors. The Red Cross Caribbean Disaster Risk Management Reference Centre (CADRIM) has been operational since late 2010 and is located at the Barbados Red Cross Society Headquarters.  It was developed at the request of the Caribbean Disaster Management Network, which represents the region`s Red Cross National Societies and works to promote effective disaster management in the Caribbean.


The Center builds on experiences and best practices of two existing Red Cross Reference Centers; the Regional Reference Center for Community Resilience (CRREC) located in Costa Rica with a focus on Community education and the Regional Reference Center for Institutional Disaster Preparedness (CREPD), located in El Salvador with a focus on institutional preparedness.  The Caribbean Reference Center also aligns its activities with these two Centers within a broader vision of building community resilience through early warning and early action.


The Learning and Knowledge Management Officer, will enhance systems to promote the effective use of information and the institutionalised management of information and knowledge products at the Red Cross Caribbean Disaster Risk Management Reference Centre (CADRIM), hosted by the Barbados Red Cross Society. The successful applicant will improve the performance and sustainability of disaster risk management and health capacity development initiatives in the sub-region through more effective and institutionalised approaches to the generation, collection, processing, management and dissemination of knowledge products and other information-related materials as well as support quality control of replication and cascading trainings. Learning and Knowledge Management are central to the core business of the CADRIM Reference Centre. Therefore, the post holder is expected to demonstrate competency in understanding, assessing and anticipating the knowledge needs of the users of the Reference Centre.
